Decisions Related to Manpower Those who make decisions which affect the use of manpower are found at all levels in the service. They each have a significant contribution to make and in the main are dependent upon each other for an effective outcome. In practice many senior nurses have failed to take account of the ward manager's contribution, although she has responsibility for directing the efforts of the labour force towards meeting patient needs.
